Consultant Selection
Consultants can be directly selected for under $100,000 as outlined in Public Contract Code 10510.4-10510.9. However, consultants shall be rotated throughout.
Any consultant selection near or over $100,000 will require a Request for Qualifications (RFQ). RFQ must be posted for a minimum of two weeks. Please reach out to Sara Anastos for assistance on issuing RFQ.
Checklist for RFQ issuance:
- Project scope or description
- Key qualifications required
- Relevant team experience requirements
- Relevant project experience requirements
- Funding
- List of individuals who will be scoring the RFQ and/or participating in the interview process if applicable (I recommend at least 3)
- Schedule - please provide at least a week to pull together the RFQ
Consultant Contract Issuance
There are many contract types available but we typically use two types:
- Professional Services Agreement (PSA)- This is a blanket agreement for a consultant performing a wide range of activities from cost estimating, conceptual design, geotechnical services, & any utility studies. This agreement may not be used for any design work.
- Executive Design Professional Agreement (EDPA) - This agreement must be used for any design agreement however for small projects the EDPA lite may be used. For design services across multiple projects, the EDPA blanket agreement may be used.

Checklist for consultant contract issuance:
- completed PIF form with detailed project scope & funding
- Consultant proposal
- back up documents including any scope documents shared with the consultant

Contractor Selection
Contractors selection can occur via negotiated, informally bid or formally bid depending on the value as outlined by Public Contract Code secs. 10500 - 10506

Checklist for informal bidding (under $300,000):
- Detailed scope of work with schedule & contractor license requirements
- Completed bid forms (request for bid, instructions to bidders, supplementary informations to bidders)
- Bid form - please identify any alternates & unit prices if applicable
- Permit if required & drawings/specifications
- Funding approval
- List of contractors to be included in bidding outreach (a minimum of three)
Please reach out to Sara Anastos if you will need formally bid or issue a prequalification. Please note that any bidding or prequalification documents must be posted for a minimum of two weeks but I recommend that we post longer to allow for any RFIs.
Contractor Contract Issuance
There are many contract types available but we typically use two types:
- Mini Form- This is a construction agreement than be used for construction work up to $300,000
- Long Form - This is a construction agreement for complex agreements or contracts over $300,000.
Checklist for contractor contract issuance:
- Completed BAR form with funding approval
- Contractor's proposal or bid form
- Copy of the bid documents including any drawings or specifications
- Copy of all addendums if applicable
- Scope of work
